how can you tell if a turbo is bad?
^^^ also wanted to mention that my turbo didnt whine either while it was burning oil. The turbo is on the way out. I would be glad for you if its just the seal but if you are making that much boost on any turbo I beleiev you said 28psi), you will shorten the life of it.

well i was just wondering because i am rebuilding my engine and wanted some input if it was the engine itself or the turbo that is the problem. but it smokes blue every time i start it up.
mine smokes at idle now as well. If you are going to take the motor apart you will see in more depth if there were other problems. Look down inside the manifold and see if its wet with oil. That would signal if its a valve guide or valve guide seal causing part of your smoking problem. Then check the O2 housing and see if its wet in there. That would be your turbo seals. Either way, depending on how many miles you have on that turbo, I would bet that you have more shaft play than what would be "normal".

it depends on how it went bad but it can do any of the following:
-smoke from the turbo
-lots of oil in teh intercooler
-lots of oil in the downpipe and you still have good compression/leakdown numbers
-excessive turbo lag
-noisy turbo
-wheel/housing contact, you'll see the scratches.
