Have you done a boost leak test? Also, what waste gate do you have? I have the Forced Performance and I had to preload it.

make sure your ebc is set to the right setting, not wastegate boost, but bov boost, or what ever its called. Another memeber had this same problem..

if you know what you're doing with the EBC then it is probably the wastegate. mine was weird like that too for my 16g and it would also not boost more than 18psi. check the turbo

OK... this isn't that difficult to troubleshoot...

1. Boost leak test. This is the most likely culprit... get it done and test it to 25 psi or more

2. WGA... it may be opening too soon, either because of a faulty or incorrectly installed EBC... if you can put the boost system back to stock or if you have an MBC, you can confirm this.
