So I have noticed around town that the stores seem to carry different E85. Some have 85% ethanol and some have 70% ethanol, so if was to be tunned with 85% E85 how much will it effect my car if I have no choice but to fill up with the 70% E85. Thanks in advance
It will be dramatically different. For instance, a car that made 30whp more than mine on race gas was recently tuned on E-75, and mine on E-85 made more power.
If your car is tuned for E-85 and you run E-70 you will run very rich, but the knock suppression factor will not be as good so you may have detonation issues even though it's very rich.
Now, if you're running a stand alone and using 02 feedback, your partial throttle may be OK because the ECU will adjust to maintain stoichiometric, but when you go WOT and run straight off the map it will not be good stuff. . .

You'll be fine. It's june, so Illinois and Missouri are on at least 79% summer blend ethanol now. Once it switches to 74% in Sept and 70% in Nov, you'll run a bit richer and you'll just need to lower boost a bit, that's all. I doubt AMS will give you a razor edge tune, they use plenty of safety margin AFAIK.
