the dump pipe(sceamer) is not welded on to anywhere,it goes all the way down and dumps the exhaust fumes into open air.You can though reroute and weld it up onto the downpipe.

I am not sure that there is a readymade, flanged 16G manifold available on the market for the Evo, or is there? Since the 16G turbine housing is twin scrolled, this may make plumbing the WG flange a bit more complicated, although I think there are some custom made manifolds where the flange is sourced at the collector. Also there are some examples where the external gates are souced at the turbine housing's bypass port oulet. Or, as someone in this thread already mentioned maybe an external gate could be sourced from a totally divorced O2 housing or dump setup.

Welding the flapper shut has always worked for me in the past on subies. My external wastegate is complete sitting on my desk waiting for me to test it. I will put up better pics when I find my cable for this camera but a cell phone pic is gonna have to do for now. This pic doesn't do it justice but you can see the design.

Here is a pic from my phone but you can see it easier. The dump tube is not final but it will work for testing.
