Question Two issues, please help!

Hey all, I'm pretty new here as you can see... Just purchased an 06 WW Evo IX MR with 3,400 miles for $26.5k I have a couple questions though. Please

1) I think there's something wrong with either my turbo or the stock boost gauge. I heard the stock Evo IX MR runs @ 19psi (or thereabouts). Why is my boost gauge only showing a peak of .8 bar? If 1 bar = 14.7psi, that means it's only registering 11.7-11.8psi? What could be the possible issues? How should I test/fix this? Is it a good idea to get a compression test done?

2) I went to the track tonight and found out that the stock clutch is pretty much toast. The question is which one to get... Also, I'm not sure if I should get a lighter flywheel at the same time? I heard that you lose inertia with a lighter flywheel which is actually bad for drag racing, is that true? Also, what is a good clutch (for daily driving and the occasional track use) for the following mods (and possibly some future mods):

Injen Hardpipe Kit, DC Sports 3" Downpipe w/Cat Delete, Greddy Ti-C 3" Exhaust, Walbro 255 fuel pump, Hallman MBC, Street Tune by PSI.

I know it's a lot of questions, but I really appreciate any help! Thanks in advance!

Cliffnotes Version:
1) What could possibly be wrong with my stock boost gauge only showing .8 psi? Stock Evo IX MR = 19psi, right? Turbo problem? Gauge problem?
2) What clutch should I get w/ my current mods & good/decent daily drive-ability?
3) Should I change out the flywheel too? Is it good or bad for drag?

From: somewhere testing various tires, brakes, and suspensions.
1) Boost leak test up to 25psi. If not issues - just turn up the boost controller until you get the psi you need.

1a) If it was boosting right and now isnt - boost leak test.

2) Exedy and Fidanza has some great clutches. Search and read about the Fidanza 2.1 and 3.2. ACT HDSS is also a decent clutch. But I like my F3.2 much more.

3) Yes, it wont help for drag racing. But this is an Evo, not a Mustang. Take that car to an autocross or track day. I have not re-dragged my car since the new flywheel (using a 10.5lb Prolite). It revs freely and its not to bad on the street. I cannot comment of if it hurts my 60 ft times.
