you need an upgraded wastegate. i recommend the FP wga for stock boost or BR for 22psi or more

So if I were to get the buschur one I can hold 22 psi???

You will hold a tad more with a upgraded WGA, but at the end of the day you just can't change that you are at 5000 ft.
