I'm assuming "of the gay" means "off the gas"?
Mine's similar, but I don't drive an Evo. It has as much to do with ambient air pressure as anything else. I'm willing to bet that as the weather changes, so will your vac readings. When I got my car in May (relatively low humidity) my vac readings off throttle averaged around -21psi and now (very high humidity in the area) they average around -26psi.
