Take ALL the plugs out, then unplug both coils and ALL 4 injectors, or unplug the Cam and the Crank sensor (you will get a CEL doing this). Try again and make sure you hold the throttle open with the engine is turning over. Make sure you listen for the compression "thumps" and try to hit the compession stroke the same number of times. I usually do like 8 or 9 per cyl.

My money is on the turbo though.

Do you have a wideband? it sounds like you are running rich as well as possible mechanical issues. hopefully not.. and what gap size are you running on your plugs now?

NGK bpr 8ES? or 7ES? Cant remember for sure, but use the 8's for higher hp applications. looks like your motor is OK, I would bet its the "Flash" your buddy did. running WAY TOO RICH!!! I say if your buddy has done these to evos many times in the past, and knows what he's doing, you should take it back to him and let him look at the maps, OTHERWISE contact Chris at www.mellontuning.com he will fix it!! Or tune it correctly. look at the plugs, if there ok, check the maps first. No need to buy wires yet (OEM wires are best anyway)

Gap should be under .024? check plugs and gap on the ones you have now, but I would still look at those maps, to make sure there still on there. CEL= Check Engine Light. No biggie.
