cant boost past 12psi, need help
So I have been having problems getting my car to run up to 23 psi after it has been running at 23psi with no problems for a few months now. In the past I had a problem with a licp causing a boost leak where at 15psi it would drop all boost. Currently it is peaking at 15 psi but it just stays steady there and doesn't drop boost like it did in the past. I took it to a shop for a boost leak and they found a loose vacuum line on the intake manifold and a leak on the o-ring on my hks bov. After getting that fixed the boost leak ran fine at 22psi. Problem I am having now is the boost gauge in the car wasn't working so the shop couldn't adjust boost to the 22psi like I wanted. I replaced the boost gauge and starting with my perrin mbc turned down and slowly staryed turning it up and can't get it over 12-13psi.
Current mods if helpful for suggestions are
Ams licp and uicp
Perrin mbc
Buschur tbe
Agency intake
Cosworth m3 cams
O2 sim
Ecu tek tune
Also on a different issue that could be related is while I had the boost leak test done we found oil in the intake area and around the MAF sensor. We checked the turbo and found no oil there so we are thinking it is coming from the line from the valve cover to the intake. I've disconnected the hose and put a breather filter to see if oil will show up there.
Any advice would be very helpful!

first of all where are you getting your vacuum for the boost controller???
second, your MBC could be defective.
About the intake tube having oil, that is normal. Your getting oil in there becasue that is how the engine is designed. you may want to run a catch can to get that problem fixed.

Thanks everyone for the help. Even though the boost leak test ran fine I went and checked all the intercooler pipes and everything was tight for the most part. Then checked the mbc and while unplugging it I noticed I could hear the ball moving around which I never have noticed before. Took it apart a few times and the lucky 3rd time it wasn't rattling anymore. Put it on (its T'd into bov/intake manifold) and boosted to 20 psi with it turned down way lower than what I'm use to. Thanks again for the advice everyone.
