It could be a few things- incorrectly routed vacuum lines, the diaphragm in the wastegate is botched, the wastegate spring may be gunked up or the solenoid for the AVCR is finished.

You did not do any recent work with the AVCR or any of the vacuum lines?
Wastegate actuator vacuum check http://www.dnaelite.com/service_manu...0005800-15.pdf Yes, this is for the stock wastegate, but the principle is the same. Any significant drop is gonna tell you the diaphragm is finished and/or the spring is catching due to oily gunk. Clean it with brake cleaner.
AVCR solenoid check http://www.dnaelite.com/service_manu...0005800-15.pdf Again, this is for the factory set up, and the vacuum check principle is the same.

Good luck
