blue smoke all the time, not black. oil dripping out of the exhaust when starting, oil anywhere. if you have bad piston rings it would do the same as well you can remove your intake piping off the turbo and check for shaft play aswell.
There are several reasons you could not be getting your expected boost curve, what are you using to control boost ?
(1) Stock BCS and boost profile -- sounds 100% stock to me
(2) Boost leak - you will be testing...
(2) hotter weather
(3) blown turbo - unlikely
Your boost curve sounds like the stock boost - factory BCS, etc. If so, you are fine. If you want more boost / power - read about tuning and boost management in the ECUFlash section...

Since you are 100% stock, your boost curve - 18psi tapering to ~13 psi seems spot on....You may have a small leak, but the factory boost profile is almost exactly as you describe...

the IX is supposed to peak at 20.1psi and be around 16psi at redline. it used to boost higher than it does now. my gague has always been a little off, but it's never dipped that low at redline before.
Aside from the various valid reasons which have already been advanced by others, it may be worth your while to look at the following possibilities: 1)Clogged stock catalytic convertor(Yikes, go to a test pipe!)? 2)Wimpy example of the MR DV(crush it!)? 3)Minimal amount of WG spring pressure(increase WG preload!)?
P.S. I find it reassuring that "the smokester"(AKA smokedmustang) has recovered from his harrowing accident(may God bless), and that my ex-archnemesis, cij911(may God bless) is also doing well, and contributing to this informative thread. Take care!

t bolt clamps are the evo's best friend. Get some samco silicone couplers and hoses and get rid of the crappy stock rubber pieces, they dry out and split. You can get some new vacuum lines from your local auto store.

Check out post #85 (useful pic) (I also found summitracing.com to have the most affordable tclamps)
