E-85 setup, not hitting 11's
Since you haven't answered it yet, who tuned the car for you? Or did you tune it yourself? 
And on the topic of the max boost at the track, it will often be different from what you see on the streets, especially with smaller turbos that taper boost. At the track, you will always be in the upper RPMs (after 1st gear), where the smaller turbos won't flow enough to hit that same level. For example, on the stock turbo, I would only see a max of 22-23psi after the initial 1st gear 28psi boost spike.
Also, just as another data point, I ran 116.6mph trap speeds on the stock turbo and cams (E85, no significant weight savings, IX MR). Your low trap speed definitely seems like it is tune-related.

The guy that tuned he's car is a really good tuner...I went 12.2 at 116.8mph on my stock 8 turbo,stock 02, stock mani, stock ic..... I'm pretty sure the tune has nothing to do with it.... you also have a evo 9 so your passing the quarter in 5th gear right??? Why not up your rev limit so you can pass it in 4th
He shouldn't have to shift to 5th if he has the rev limiter set slightly higher (i.e. 8k rpm). I was reaching 7,800 rpm trapping 116mph with the shorter-geared 6-speed, so 4th gear on the 5-speed should be good for a 120mph trap speed.

While this may be true, the fact is that these mods should put me in the 120MPH range easy.
2389 feet. I shift just before 7.5k stock rev lim. I need to get me a tactrix so i can start logging. I don't have a dyno for my current tune. It was road tuned.
