I work at a Napa in MD. I've bought a couple T-bolt clamps from here. Try the part numbers 705-1531 or 705-1532 and that should be what you need. They might have to order them so give them a call earlier in the day, but there won't be any charge for it. Hope that helps some
I have a friend that has a decent compressor, tho its probably not 30 psi constant. The leak is so quiet that the air going in is much louder than the hiss of air leaking out. Either its really quiet or underneath the TB.
I'm probably going to need a new TB gasket if I'm going to flip the TB over, I used RTV to seal it on the last rebuild. If I tear it out it could mess up the factory gasket.

Did you ever find the problem? I have the same thing, I isolated it to TB related too by plugging the UICP and pressurizing the system, and it pressurized that way, as soon as I hook the UICP back to the TB it has that quiet leak that wont allow me to build any pressure.
I sprayed soapy water around the TB Shaft seals (which I replaced with works ones awile back, and didnt have any big suds coming out)
