Exhaust Flames?

A while back some one posted about exhaust flames. Why was this? Is it when you down shifted at higher RPM's? I realize the car runs rich but was something else involved here?

yeah mine just let out a huge one tonight. My friend said it lasted for a good solid 2 seconds, was about a foot and a half long and two feet wide.

How do you get it to run rich? You need a FPR and AFC? I plan on getting both for my Lancer and putting in a test pipe, would that make it be able to have flames? I don't think it would since it's such a low power car.

The evo's already come pig *** rich from the factory. I'm assuming if you have a blowoff valve vta, it would only help
