Horrible hesitation

My evo is hesitating in between shifts when I go WOT in the next higher gear. It basically almost seems to delay in the surge of boost when I press the go pedal. I installed a larger fmic, licp, and uicp but I think it has been acting up before the install. I did a boost leak test and didn't find any leaks after the install plus I really don't feel this would cause the hesitation due to the fact really happens before spool up. The car hasn't been retuned since the install. I am also getting a lot of diverter valve flutter when I come off the throttle after low boost. Whats your suspicions?

BOV. Had the same exact problem with my HKS SSQV going VTA. Not doing recirc will destroy your drivability.

If you haven't been tuned after adding those parts, its your ECU "Hesitating" by saying: "WTF is all this new air i detect"?? and the ECU is compensating for this NON STOCK airflow. I say retune it, with the new mods, or you can put the stock parts back on, and see if it still does it, if so, its not the new parts.

8 ball, he never said what BOV/diverter valve he is using... lol

Could be that you put you DV on backwards. Bottom Port needs to go to the UICP and side port to the intake

I have the stock ix diverter valve. I doubt the diverter valve is backwards but I will double check.
