Built Head before Built Bottom end?

With the prospects of spending $7k+ on a fully built 2.0 block and head. I was wondering if it's possible to do the head work first then do the block thus splitting the costs up. Is there any benefit to doing a built head on it's own?

more flow basically and if you up the valvetrain spring and retainers then you can rev higher. doing a built head is good very good but doing a built shorty first will allow you to run way higher boost as it can handle it which means way more power you will not have to worry about the stupid 420 tq limited. should do them both of course but if you have to do one or the other first i would do built block
