If you don't have coolant lines connected it will do that. Unless you block off the FIA.

i also hear disabling the EGR will also cause temporarily high idle on a cold motor

Alright guys I've done all the testing listed here... when I remove the IAC and leave it plugged in to observe movement, when I turn the key ON.... it does nothing. when I turn the key back OFF.. it moved all the way out then back in.

?? isn' that the opposite of what it sould be doing?
