New TiAL QR BOV flutter
I guess I can't really comment on the tial part at the moment. I'm about to continue tuning my friends car next week, he has a tial and it will be using EMBC and so I'll be sure to see what it does part throttle.
I have the tial q, driving style has a lot to do with it. when i had the stock turbo and I would slightly accelerate in a higher gear slowly getting into a boost I would get the surge/flutter. Upgraded to the FP HTA green and it doesnt do it as much.

i have the same issue as the OP with my Tial Alpha Q...if i try to hold like 10+psi at partial boost/throttle acceleration and not go WOT...i get the same exact fluttering.
oh and btw...i have an FP Red with Cossy cams and other mods...didnt do it until i installed the tial. My VTA 50mm tial was no worse than this Alpha Q...
I bought the alpha Q thinking it would reduce the flutter, being that it recirculates and it BARELY helped...

you could literally run no bov at all and get the same result
Think about it this way -- stock situation is that turbo puts out more air than you are letting into the engine (because the throttle body is partially closed and so it's limiting air intake into the motor), but the BOV is leaking (maybe by engineering intention) and so it has a place to go. Unfortunately, when the BOV leaks, you can't build boost at WOT, because it's leaking...
With a BOV that doesn't leak, when your TB is partially closed, the "extra" air has nowhere to go, and you get surge. However, at WOT, you have more power, because it's not leaking.
You can't have both no surge and no leaking. It's engineered in combination because of the surge characteristics of the turbo.
The solution -- put your stock BOV back on, and live with it, OR modify your system by getting a turbo that has different surge characteristics, etc.

I still say the situation we are both in sucks. I guess I will venture into a stock turbo upgrade if the money permits.

No like I said, stock-like turbo's like the BBK are going to act just the same. Read my Synchronic review, I'm still happy with mine. Drives like stock on the freeway and holds 33psi - good enough for me.
THere are also people who say they have stock drivability with the Tial as well. I have heard both on Synchronic. I didn't go with Synapse because of the size but I may need to now. At least they are in San Diego, and if I have problems... They may be able to help. I just wish it wasnt so damn big.
if your synchronic works, it means the bov is leaking and infact not working properly, or the setup is drastically different
I have ECU controller boost just not RPM based boost control. Using GM 3 port. I guess when my block gets redone, I will have my tuner set up the map like that. I will just live with it until I get a new turbo. If I can't, then back to stock.

I'm running TiAl's QR and it is as tame and drivable as my stock IX metal valve was. It holds boost like a champ, and vents when it should. I drove around doing part throttle roll on/roll offs trying to create surge and flutter, and it simply will not do either. I boost leak tested it to 30psi, and the vacuum line running to it swelled up, but not a single leak from the valve itself. My stock IX was leaking at 14 psi. I hope you find a solution, if I remember right, I'm using the 8psi spring with M2's too.

In the Evo millisecond delays in response matter, which is when you get the buck via the sonic wave reverting back through the MAF. Synchronic opens in 20 milliseconds, period.
Anybody is welcome to come by the test facility in San Diego to try our solution for themselves before buying.
And for what it is worth, whether you get the original 50, Q, QR, the guts are all the same, diaphragm . . .
