hesitation/bogging, rough idle, cold only

Hi fellow evo enthusiast. So i've been having this problem with the car hesitating really bad when the engine is cold. Seems to go away once it warms up. The car basically doesnt rev up when i'm applying the throttle. Feels like its missing. Notice it taking off from a stop when i'm laying into the throttle(part throttle).
It does have hks 272 cams. full exhaust. different intercooler kit, bigger injectors, and hks bov. I have replaced the ignition cables and recirculated the hks bov. No change. Did a boost leak test and found the throttle shaft seals leaking a bit. Running copper ngk bpr7es plugs. front 02 sensor is just replaced recently. It does have a check engine light p0172 too rich. I recirculated the bov and cleared the code hoping it will go away.
Anyone ever had this problem ? Any input appreciated

Yes it has been tuned. I suspect that its possible its in the tune but i want to make sure its nothing mechanical first. Plugs are gapped to .025". They looked okay.

most people run them gapped at.022 so maybe try that and if that doesnt work it may be the tune..good luck!

Sounds like it needs more tuning. Lots of cammed evo's run like crap when they are cold, especially on stock ecu, but they usually can still drive ok.
