could it be an issue with them not switching over the usdm map sensor to the jdm motor? that would cause a discrepancy in the load he was referring to correct?

i have an EBC and as per my tuner its working just fine. As for the discrepancy btw load and boost figuers, this problem is no more after the intake manifold was flushed. will post a photo as soon as i come back from work! again and again thanks a million for all of u

Thats an idea if it has all that stuff.

If its just a bare motor then wouldn't matter.

If boost is simply stuck on 15 psi it could well be a boost issue but if it tries to go higher but can't then it could be leaks.

With no boost considering:
1) Charge leak checks good from compressor to TB
2) No leaks in TB, intake or near injectors
3) WGA has a decent load and doesnt leak
4) No leaks from exhaust valve to turbo (even EGR)
5) The turbine housing is compatible with the turbine

Then you might have a leaking valve. You can rule this out quickly with a compression test.

Looks like Fast_Fredie called it. Might be that antilag hardware causing the problem.

the silver pipes on top of exhaust manifold. those are antilag pipes. only there is no antilag valve on the engine. I would assume these pipes were blocked off so there is no exhaust leak befor turbo. they are not egr pipes.

I am still with my theory. when you tried new stock turbo did it come with new actuator can? the cans often get bent during wrecks and or shipping. a bent can can hold wastegate valve open. this causes slow spool and limited boost.

a leaking blow off valve can cause similiar poor performance. but usually runs like complete crap as a/f goes way off. check for broken diaphram or vacuum hose with hole in it
