Compressor surge
I had the same problem on my EVO IX MR... I have a stock 9 DV when I bought it from the dealer. The problem was that the DV/BOV was installed backwards probably when they restored it back to "stock". See if that helps.
You are experiencing bov flutter not compressor surge.
Causes are bov on backwards, bov line has a leak, vac line popped off somewhere, or a boost leak somewhere. Do a boost leak test and fix any leaks you got.
Edit: of the bov is installed backwards then it will be compressor surge. Make sure it's on the right way
