boost cut due to cold weather?

At first I would think a leak somewhere between MAF and the turbo. With the Evo's vented hood it's also possible for water to get into the spark plug cylinder. Believe it or not it happens. That's was exactly the problem was! It runs fine now

Plugs came loose? I could see that causing the bucking as that has happened to me before, just didn't think it was that common.

i went to change the plugs and there was water in one of the spark plug holes. got the water out and the problem was solved.

Glad you were able to get her running. FYI good fresh plugs gaped properly with a good set of wires will pretty much run under water. Did you pull the plugs and take a look at them and check the gap?
