I can almost guarantee that your timing belt was installed incorrectly. The marks on the oil pump sprocket will line up, but if the balance shafts are not "in phase," you will experience the problem you are having.

The solution is to rotate the oil sprocket three times at the very least, until when you rock the sprocket (as in move it forward or backwards slightly), the timing mark "falls back" onto the mark on the block.
