when i had my blitz it never did this... i had this on it before i swapped the 9 motor
Sounds like blowoff valve to me. Is it adjustable? I have an AP adjustable BOV and sometimes after prolonged times of high boost, it can "loosen" a bit and I'd hear that. All I do is tighten her up one or two turns....... no more noise.

Sometimes with mine too, if it's too TIGHT I get the flutter as well. Having too much pressure on the valve opening can cause it, it took me almost a full three weeks after buying this car to find that PERFECT spot that the car loved at all boost levels.

The 9 DV should not be fluttering like that. My guess is that you have a pinhole leak in the vacuum line somewhere. Or maybe your wastegate is stuck?
Normally when you hear that sound it's the BOV not staying open while releasing the air. It will flutter open/closed/open/closed (hence the flutter sound). This can be caused by many different things:
adjustable BOV not adjusted properly
Too much preload on the BOV
vacuum leak in the intercooler pipes, couplers or vacuum lines.
faulty BOV
Those are just a few things to try. But that is NOT a normal occurance with the stock 9DV.
