You can send it to FP for a rebuild upgrade. Another good turbo upgrade would be the HKS GTII 7460R.

These were my first two ideas as well. Send it in to Forced Performance and have your existing turbo upgraded to an HTA Green. The 7460R would be over the OP's budget of $800.00 however. Or, he could send it in to CBRD for an upgrade to BBK specs.

It depends on how blown it is. If you have destroyed the exhaust housing it will be more than the basic rebuild. I would recommend looking on both CBRD's, MAP's, and FP's websites to get an idea of basic rebuild cost.

Are there any upgrades you can do to an Evo VIII turbo?

The same upgrade can be done, the comp housing is just a bit smaller so performance may be adversely affected somewhat.

Not without some serious changes to the rest of the exhaust components (manifold, downpipe, etc)
