Shooting fire and beating a STI

My next door neighbor has a STI, and he has alot of mods. Here is what he has.
1-buschur exhaust
2-gold grounding kit
3-intake
4-hks downpipe (catless)
5-hks up pipe
6-BOV
7-Boost controller
Well fist off i want to beat him, and i am wondering what it is going to take, from what i read the car cant have more than 300whp because of the fact that he is on a stock turbo with stock injectors. However the stock sti is suposed to run a 4.8 0-60 and i have managed a 4.4 in his car, but i am a better driver than him.
So anyways i figure that he is runing a mid to high 12, what am i going to need to be able to beat him? I figure all i need is a turbo back, some kind of ecu thing, and that upper intercooler pipe.
And the other thing is that sometimes he shoots fire, and i was wondering if any of you with moded EVOs shoot fire.

I ran 2 sti's they are fast .I beat one the other one got me.
I dont know what mods they had other then bov.
I have a bov, turbo back,short shift,k&n drop in.
My clutch is blown it started to slip the day after i ran the sti

i can get mine to shoot fire all the time

oooohhh and my mods are 3"TB with no cat, buschur air filter, turbo xs BOV and ecu has been reflashed

no cat is the key to shooting fire in the evo. I can even do it on 91 octane.

if you have no cat and your venting, the flames on shifts can be more accurately described as fireballs.

Ender, your friend will be hitting boost cut at higher speeds unless he installs FCD. There is a lot of boost creep on the STi if you install full turbo back exhaust. It is not recommended. I use stock exhaust. THat being said, with downpipe, intake and a boost controller STi's are in the 12.4-12.7 ET's.
