Cams would be fine. You'll need a bigger turbo or a bad tune to break your engine with your current mods. You might be getting close to needing a better clutch though.

The clutch... I've read a lot about the recommendations on these forums, but there's no clear winner.

I'll just have to keep looking...

One more stupid question, if the stock turbos spool to max psi around 2700-2900 rpm, dose that means it will be making positive boost around 2k mark?

Your JDM RS turbo is akin to the TME 6.5. They both have similar Titanium turbine wheels. I think that maybe the RS spools faster since it comes with the smaller 9.8 turbine housing, whereas the TME turbo came configured with a 10.5 housing(Or, maybe I am wrong?). At any rate the JDM RS and the TME 6.5 turbos were the fastest spooling 16G turbos. The standard 16G turbos with the Inconel turbines spool slower. The U.S. Evos only saw the Inconel turbine wheels. AFAIK, only the JDM RS and TME model Evos had the TiAl turbine 16G turbos. The low mass TiAl turbine is worth about 200 to 400 RPM in spoolup.

My VIII RS came with the same turbo as your VII RS. I think that it crossed over from vacuum to positive boost somewhere around 1800 to 1900 RPM on light throttle. Of course it would depend on wastegate preload and your DV spring pressure as well. The cam timing also impacts spoolup.

Nope
Everything should be fine as long as your torque is somewhere around 425ft/lb or 59kg/m in the unit you are familiar with
Walbro 255LPH Pump,Bigger Injector,Cam(Tomei Poncam,GSC S1/S2) and ECU tune will be good

For the ECU tune, will it be better to have it Dyno tuned?

I have ask about Ecutek tuning on dynopack in HK it will costs HK$16,500, quoted to me by a place called KC racing in K

That is around USD$ 2,116.25. will I be better of buying a HKS Fcom Vpro or get a e-mail tune?

Also has anyone heard of a Japanes ECU tuner called Monster? are they any good?

My car will be for Stree use only.... to bad as there are no race tracks in HK...
