Torque spec please. Factory manual discrepancy

Torque spec please. Factory manual discrepancy
I have been searching....Hell I own the factory Evo 9 manual but something doesn't jive.

I am trying to find the torque spec on the 12mm bolt that goes through the camshaft positioning sensing cylinder (exhaust and intake)

The factory manual says 22 +- 4 N-m or 98+- FT-lb.

Hmmmm those are two totally different specs.
