Cant control boost

I recently just bought an 03 evo. Completely stock. I bought a boost gauge for it and it says its boosting 22-24psi. One of my buddys used ecuflash (I think thats what its called im a noob) and put a stock map on it and still boosting 22-24psi. I couldn't figure out why so i bought a Hallman Pro Boost Controller, and i still cant control boost with the hbc. Does anyone know why, maybe a new wastegate?

Test the wastegate by bypassing the solenoid

Are you sure it's completely stock? Stock psi is 19.

See. What you state above is interesting, isn't it? The part about not being to turn boost either up or down. Something is surely funky if you can't turn it up. That's weird. I'll have to think on that a while.

Im 100% sure everything is stock outside the engine including turbo/wastegate. Engine internals are most likely stock, if they weren't i dont see that being my problem. If my STOCK wastegate is broken, could this be why i cant control my boost?

No, if you're stock WG was broken, you wouldn't stop at 22psi, you'd go much higher than that. I know that for a fact. Check your BC lines and make sure that they are hooked up right, if so, try putting the car back to the stock settings like it was from the factory and see if you're still running the same boost level. Also, what kind of gauge do you have? Brand, electric, mechanical? That might give us some answers there. Also, what kind of BC are you using? I know a different rom/map/tune ect, doesn't effect the boost at all if you have a BC on it.

I am going to expand on what Drill Sergeant suggested in his reply above.

First, disconnect the existing hose at the WGA nipple. Plug that now disconnected, open hose end with a golf "T". Next, disconnect the hose that is presently connected to the compressor discharge tube nipple. Plug that second open hose end with a golf "T" also.

Now get yourself a two foot length of new 4mm rubber hose. Connect this new hose directly between the WGA nipple and the compressor discharge tube's nipple. Secure the hose to the nipples with zip ties or hose clamps.

Next, take the Evo out for a spin. Go WOT in 4th. Monitor your boost gauge closely. Report back to us what boost reading that you got with the turbo and WGA hooked up this way.

After you report back then we will proceed to the next step.

okay well first of all i have Garrett Mechanical Boost Gauge.

http://www.frsport.com/Garrett-Turbo...SI_p_7793.html

Second im a little confused on what your saying to do, basically you are saying to connect a hose from my WGA to my turbo nipple, and go WOT in fourth and read gauge. Okay i can do that tomorrow and ill let ya know. Thanks for the help.

Sparky's been very helpful on this test for a while. Once I saw this thread I knew he'd make this suggestion because I had been chasing a boost problem all last year and reading his posts. To illustrate since I'm a visual learner:

Disconnect both the wastegate and turbo outlet pipe lines and plug the hoses with golf tees. Now buy some 4mm vacuum hose, connect and zip tie the wastegate and J pipe nipples.

I'd add that it's not a bad idea to buy all new vacuum lines at this point just for peace of mind.

that's a better picture for some; it's looking down into the engine bay from the drivers fender with the intake piping removed. shows the top view of the same picture that delongedoug posted

Okay well i did exactly what you guys said to do. I just pulled it on the highway in 4th gear several times, and there is nothing different. Still boosting 22psi.
