Exedy Twin Loose Bolts

Im recently drove my evo(i dont drive it too often)and started hearing a new noise(amongst the ones that are normal)Im running an exedy twin disk.Noise is from 2300-3000 sounds like if brake pad is worn and the metal clip is hitting rotor.I remove flywheel inspection cover and i find a couple of bolts pictured below are loose.I can turn them by hand.Tranny shifts fine and what not.Bolt heads look like they were hitting something.Any ideas why this would happen are these bolts sold by exedy or a vendor.Ive been looking and the only bolts advertised are clutch cover ones.

call exedy.. and find out what tq they should be set to and retq em to spec also.. id ask if you should use a red / blue loctite or something along those lines. those bolts should never come loose.
