Fuel pump won't prime with key "ON" but will with EvoScan...

i've not ever heard my pump (or the relays fire) run when the key is in the "on" condition (and engine not running), and i've not seen anything in the factory ecu logic that tells it to do it.
that pump is toast, and judging by the pics the fuel system needs a thorough cleaning.
