Been searching all day and decided it was BCS and replaced with a Forge BC. Went out for a test drive and no change. To test the BC I pulled the vaccuum line from the WG. Still no change. At this point Im beginning to think it may be a stuck open WG. The car has no power and literally builds boost up to 11psi at 6500 rpm.
This would makes sense if the Wg is stuck as no flapper would be there to stop exhaust flow.
Input or ideas?

First - do a boost leak test at the pressure you want to run. Here's an example of a DIY tool you can use to do this http://www.vfaq.com/mods/ICtester.html
Second - fix all your boost leaks leaks.
Third - pull the heat shield off the exhaust mani and take a look at the actuator. Grab the arm and see if you can move it. If so your wastegate is not stuck.

I just came from Dsm's and rx7's. BLT has been done the day i bought the car. Grabbed arm to day and it feels solid no wiggle at all. That looks exactly like the one i built years ago lol.
Yes. I think that is the BC name. I found the problem. Took off front heat shield for outlet pipe and the cotter pin that holds the WG arm on wasnt there.
BAd news is that the pin broke off in there. Any idea on how to get it out? I was thinking pb blaster and a self tapping screw.

Which end of the cotter pin broke off? Is there one end, either the looped end or the split end sticking out the hole on the other side of the hole in the pivot arm peg? Got a pic of the carnage?
PB Blaster is a good lubricant. So, is there any piece of the cotter pin visible? Can you get a set of those dinky needle nosed vise grips onto any of the wire of the cotter pin? Maybe try a hardened punch of the suitable diameter. You could always drill it out using a bit the same size as the diameter of the hole.
