Rpm Rises to 2,200 rpm on idle and drops

So I don't know if its because its colder outside this month but my rpm fluctuates from idle to 2,200 rpm then drops about every 10 to 15 seconds. It's getting kind of annoying. Does anyone else have these problems?

IAC could be going out on it.

I do. Replaced the iac and still have the issue. It's a tiny bit better but not much after replacement

evoscan IAC/BISS screw adjustment needs to be made when installing a new IAC.

The only thing I can think about is that the previous owner bypassed the coolant thru the throttl body. I remember doing that on my old integra and it did the same thing while it was cold
