Whining sound at only 3k rpm??

I just had a new set of GSC stg1 cams installed in my car, with new timing belt and tensioner. Car makes a whining new at only 3k rpms no matter what gear I am in and when in neutral. Never made this before, timing belt is pretty tight which I think may be it but its strange it only happens at 3k.. Any ideas??

I thought it could be a balance shaft but I had a professional do the cam install and timing belt etc, I asked him he said he made sure it was in time. Maybe accessory belts or possibly a power steering pump going bad??

Pulled the timing everything was perfect. Vibrates at 4k in neutral but no rubbing on exhaust. Only thing different is new cams and timing belt engine wise
