What goes on this threaded hole on block behind oil pump cover?pics inside

So I searched on here and the internet. I have the evo manual on pdf but nothing is really giving me answers. Car has sat for almost 2 years so Its hard to remember these little details. I need to know if there is some kind of bolt or mount, that goes here, where my finger is pointing.

In this pic, its this threaded hole where my finger is pointing. Reason I ask is because the oil filter housing just covers completely that hole, pics..

here is the back shot view of that threaded tab on the block.

Could it possibly be for the alternator bolts?
I just don't understand why the oil pump cover has a hole provisioned for it and the gasket too, but the oil filter housing covers it.

Nothing gets thread in that hole for us. It must be a prevision for a different model.
