So I need to upgrade turbos and I would like to accomplish Atleast 400whp on e85. I have full boltons including cams and 1200cc injectors. evo 9 turbo being a little bit cheaper and also I believe the Oem turbo is more reliable then the Tomei.

Go with an evo 9 turbo. The Tomei's are good but their technology isn't the greatest plus you have to get them from Japan. Also, if they go bad you're dealing with Japan and customs are a pain. Look into a rebuilt evo 9 turbo and check the turbine for any wear.
