No boost control

Alright peeps I am baffled by my issue which some of you may not see as an issue haha.

For some reason I have no regulated boost, my Hallman MBC is all the way in, I removed the external gate today and took it apart to see if it was binding which it wasn't(im able to open it by hand) but for some random reason everytime I get on the throttle the boost gauge maxes out.

I have the gauge Tee'd into the stock FPR.
The MBC is on the wastegate and a fitting in the compressor housing.

Does anyone have any ideas that I can take a look into??

For those wondering mods are:
2.3L stroker with stock 4G64 crank, Manley H beam rods, Manley Pistons
Agency Power T3 manifold/o2 housing
Garrett DBB GT3582R with .62 a/r housing
Turbonectics Evolution series 38MM wastegate

That should suffice for mod list, but if you want more let me know.

*edit* just tested it with air compressor and you can hear it open/close at 15ish psi on compressor

Yea, the hallman is all the way in. all the way out is the lowest setting. all the way in will be asking for the most boost you can

make sure it's hooked up the right way also. the turbo outlet should go to the "bottom" of the hallman, and then the side of the hallman should be hooked up to the wastegate

what is the problem here? u have it all the way in, of course the gauge is going to max out.
loosen the mbc to decrease the boost.
