I agree with this I think it could be your WGA. If you do what sparky says and still only get 12lbs it's more the likely the wast gate

Same, 12 psi. With a vac hose jumped from j pipe to waste gate actuator.

another thing to check is your manifold and gaskets, i had a crack in my previous manifold and i had low boost until i found it 3 week later. after trying and replacing alot aof parts.

So is 1/4 inch too short a good preset? If I preload the spring that much, how does the bcs control boost if the wastegate spring is set at or around the desired boost? Ill effects of having too much preload?

Is a 1/4" of what too short? Are you refering to cutting a 1/4" off the threaded end of the actuator rod? Lop 3/8" off. Reinstall the turnbuckle afterwards leaving the backup nut off. Screw the turnbuckle down until the tip of the rod bottoms out inside the turnbuckle. Get rid of your fear.

Removed the heatshields, wastegate arm was on there kind of tight. Used a screwdriver to remove the arm. From the YouTube videos I saw, this is where it should be........

Didn't adjust anything.

So, if you saw 12# running straight from the comp nipple to the WGA 12# iis your spring pressure. Your WG flapper is full open @ 12#. If it is full open at twelve PSI we can infer that it cracked up off the seat and started lifting at a much lower level of manifold boost pressure. The flapper is probably half way through its arc by7-8#. The spring tension needs to be increased considerably.

In the pic, with the wastegate flapper in the full closed position, the very end of the arm is flush with the round tab the arm attaches to. So I adjust it even shorter at this point?
