Opinions needed

I have a 2006 evo ix I have a few mods nothing too serious stage 1 cams, 3'' exhaust, short rout licp, and a tune on 23psi (stock turbo). what I need an opinion on is if I should go e85 or bigger turbo? pump gas kinda sucks here so 91 oct is the highest I could go without switching to e85. is I was going to go with I turbo I was looking at doing a fp red or green? any opinions will be helpful, thanks

I would do both , get a fp red and run e85. Don't forget to upgrade your fuel system pump/injectors. Also you didn't mention to much about your exhaust other then its 3", I would get a dp and o2 housing if you don't have one already.

I got the car last week and I wasn't told much about it other than it was 3'' my tuner has all of the receipts that I still have to get from him Monday... I think it has a dp but not sure.. which should I do first between the e85 and the turbo? at this point in time I can do one or the other

Well e85 at this point would be your cheaper option to the turbo, but keep in mind you may still have to upgrade your fuel system. So upgrade it to handle the future turbo you would be adding so you don't have to re buy parts again. Then later when you decide to upgrade your turbo your good to go and will just need to have it retuned.

I'd definitely improve fuel first, is E85 available where you at? Another good option would be water/meth injection. Your tuner should be able to do two switchable maps, 91 & another for a higher grade fuel.

there is like 4 or 5 pumps around me with e85 so it is available. I pulled the trigger today on going to e85. I got 1100cc injectors a new fuel pump (not sure on what one) and a 25psi wga. I am deciding to keeping the stock turbo for now until I have a better ic and supporting mods to go with.. its a low 13 second car with what I have so far so I am interested to see after turning up the boost and a better tune with e85...

You will probably run low 12's . The e85 should net you a nice power increase but I would change your FMIC it would help a lot keeping your iat's down.
