Issue with boost/what are these nipples?!

The background: Finally about to tune my car, notice that the boost wont go lower or higher than 13-15psi. I have a perrin MBC (it is hooked up correctly) So i start looking around to see if i have some boost leak, or anything in general since its the weekend and any place that would do a boost leak test is closed.

The Question: So I'm searching around in the engine bay and i notice a couple of nipples without any hoses, The car already had a MBC when i bought it so im not sure if these nipples have any meaning, or if they were part of the stock boost controller. Hopefully this is the culprit, would really like to get my car tuned before this 1000 mile drive next week=) Thanks in advance!

The first and second picture is of your slave master cylinder bleeder. The two arrows in the 3rd picture is your stock boost controller. Both of these have nothing to do with your problem. Make sure your lines are hooked up right, one to the J-pipe and one to the waste gate without anything else T'd into the lines. If they are the stock vacuum lines they may still have the boost pills, which would hinder boost pressure. Hope this was of some help!

I take it that you want to boost higher than 14-15#. How high do yo intend to boost to? Is this a basically stock setup? Post up a complete modlist for everyone's information please.

The bleeder needs to have it's missing rubber cover replaced. Otherwise, when you need to use the bleeder you will find it rusted shut.
