wastegate won't fit on turbo right

Hello I am finishing up my build and I am having issues with the wastegate fitting in the turbo correctly. I have an evo 8 turbo and wastegate. When I try to put it on it sits at a little angle and has the wastegate partially open. The arm on the turbo was bent in shipping and I bent it straight and still no luck.

When I finally get them to match up, the wastegate flap is open

This seems to be the only way I could get it to fit with the flapper closed (last pic)

Not really, if you look in the last pic there is only 1 bolt that is in. I tested the wastegate and it opens and closes OK, or it seems, for just 1 bolt. it doesn't pivet around. I guess I will try and if it gives me problems I'll try again

Its a 8 turbo, td05hr 16g 9.8t. The problem actually seems that the wastegate is too long, and the turnbuckle is already at the bottom

But I thought the 9 was shorter. I checked out the serial number and it is supposedly an 8 anybody know an easy way to check?

Really? Would it work the way I have it, if I drill another hole to stop it from moving? It seems to open the wastegate flapper about half way, I will get a picture of it open to see if you think it is enough to work

Did you try turning the whole wastegate arm? Take the eye out of the flapper connector and turn the whole arm around till it lines up.

I did try turning the whole arm and it got close but didn't line up completely. I Have read about preloading but I don't really follow how to do it. I dont seem to be able to press the arm into the actuated at all
