Valves hang open intermittently?

Valves hang open intermittently?

So the engine is built by me, the only used parts being lifers and rockers. R2 cams, GSC springs/retainers ect. Engine has about 1500 miles on it.

Last night I hit the 2step limit at 6k and it sounded like weird almost like a soft limit so I let off the gas and it stalled. While cranking it sounded like there was zero compression. If you ever lost a timing belt you know what that sounds like. Anywas, it fired right up and ran smooth. I'm wondering if it pumped the lifters up too much and let valves hang open for a second.

Do I need the hla regulator?
Anyone else experience this?
I want to figure it out before it costs me a built head. Btw oil has 200 miles on it, 10-30 valvoline conventional. It was about 45* out and the engine was slightly under operating temp.
