I'm currently having an issue with the primary pump turning on when you turn the key on, but when using a scan tool I can command the pump to turn on. Has anyone come across this issue and what was the solution?

 

I'm pretty sure the pump kicks on when you start to crank the engine over. I know on my 9 that's how it is.

 

Well when you turn the key on the one position you will hear your lift pump priming your system, but if I bypass the relay and jump it the lift pump runs so I'm leading to that the ecu isn't grounding the relay on switched on.
