IACV and idle issues

So currently trying to diagnose a rough idle on my IX. Car was just tuned by Tscomp so the tune is not the issue.

The car currently idles around 1300 with ac off and threw a P0507 code last night: Idle Air Control (IAC) System RPM Higher Than Expected
Idle is set at 1000 in ECU.

If im driving and just push the clutch in to come to a stop, the rpms will drop and then start bouncing up and down between 900-1400 until it finds a happy point, then it will idle high(1300). This is even worse with the ac on. It has died on occasion, but post tune it has not died yet.

I pulled my IACV and it ohmed out OK. All test points about 30ohms. I also checked the volatge at the connector(top and bottom center), and they both show 12V so I know its getting correct power.

I also unplugged the battery for a few mins and reconnected. No change.

Here's the guide I used for voltage and resistance checks: http://www.lancerregister.com/faq_f22.php

the IACV does not act like this video:
It simply just buzzes and does not move in and out.

I have 2 different IACV's that both ohm out OK but exhibit the same issue.

The car was cold when I tested, so not sure if that would make a difference. My understanding is it does some type of stroke check when you turn ignition to the ON position.

I boost leak tested last week and everything was OK, but I will check again this week when I get a chance. Ill also get with Tom to see if he can figure anything out tune wise.

Im going to try and order this IACV to see how it works:

I know I should get OEM, but I dont want to spend 3xx bucks until I know the part is this issue.

The throttle body was also recently rebuilt about a year ago and still looks very clean.

I know a lot of people have had this issue, but I didn't see alot of fixes in my searches. Hopefully we can get some good info and a fix.

Anyone have any ideas?

So I took off negative battery cable and reconnected and tested it with it connected and it did a normal stroke check like that video.

I tired a 2nd and 3rd time and it did not. Maybe that's normal?
