Crank is balanced but it has been shaved to save weight.

Should I not risk this?

As long as its balanced--- shouldn't be a problem, would be nice to know the tolerances its balanced within as well.

Cutting a crank's journals is different than cutting the counterweights to save weight.

I have a Butcher crank that has been cryo treated, nitrided and had a WPC treatment. It's essentially a lightened crank with cut counterweights.

If you cut the journals, it had better be nitrided...but most people don't like cranks with cut journals.
