Evo 9 not boosting

Ok, I bought my car a couple of weeks ago, and not I am diving into the engine to see why it's not boosting past 10psi.
I have found a couple of possible issues, and need help learning what I'm looking at.
first pic is of a valve, I am not sure what it's for, but appears to be missing a vacuum line.

Second is the BOV, looks to be in poor shape and keeps venting at idle, and the nipple for the vacuum line is loose and I can't seem to tighten it.

that's all I have for now, I will work on it more this weekend.

Thanks for any advise in advance.

Actually in the second pic, what is the vacuum line doing? it doesn't seem to be doing anything.
So any recommendations for a new BOV?

Missing vacuum line needs to go to intake manifold and what's BCS?

I think it's the boost control solenoid, the small part missing a vacuum line.

time to find a vacuum diagram, or repair manual with the diagrams.

Ok the old BOV was the issue! it was a not a recirculating type, and it was in awefull shape looking inside and inspecting it was far from in good working shape.

So I replaced it with the TurboSmart Kompact 34mm recirculating bov. well it now has full boost, and holding an idle and runs a lot smoother!

yeah unless you are tuned on speed density, you have to recirculate the air.
