Need advice on o2 dump leak. Bad flapper?

I have a stock Evo turbo and I put a o3 dump out thru hood. Put the divorced gasket on and at idle car is leaking thru dump. Tried everything from new gasket and wga. I think the flapper is the problem. Maybe not seated right. Any way to fix a flapper problem without replacing turbo or housing. Any advice please as the car is apart at moment.

Check the make sure the flapper is fully seated and doesn't crack open easily. You may need more preload on your actuator.

Adjusted waste gate actuator to fullest. Flapper seems to be not able to stay shut. Air pressure is able to push it open a slight bit. Have it off. Some build up but the flapper. Maybe I can clean up the build up
