06 MR not boosting need advice

06 MR not boosting need advice
Here is my dilemma ,
My 06 MR is not boosting and not wanting to spin above 4200rpm. I had a reputable shop look at the car for three days and they told me that everything was fine my boost gauge was broke and there external gauge read that they tested the motor to 15lbs of boost then stopped there. I checked the gauge manually and it seems to work fine. Also knowing the car since I`ve owned it since pretty much new I know that when everything is working properly it will spin into the reline at the drop of a hat. The engine is 100% stock and has never been tracked or raced. The turbo is not stuck, the actuator works fine, the waste gate is not stuck so my question is what could possibly be causing my head ache ? where should I be looking ? Any help is appreciated.
