Evo IV crank pulley noise

Hello everyone, just recently my evo 4 started making noise which is coming from the crank pulley(at least i think thats where it's coming from). It sounds like a grinding type noise almost, and it looks like the pulley is extremely wobbly. Doesn't affect the idle or anything like that, just makes a really noticeable noise. Has anyone experienced this before and if so, would replacing the pulley fix the noise? I have parked the car since I first noticed the noise so any info would be appreciated, thanks!

Take pics. Either the tuber fell apart, and the outer part of the pulley is coming off the inner part, or the bolts that hold it to timing belt pulley came loose.

It shouldn't wobble. If the mounting bolts are not loose the rubber is shot and it will soon throw the belt(s). Back in DSM days the damper was a maintenance item needing attention about as often as brakes.
