We're making 460 hp on a smaller HTA71 and we don't have our dip stick blowing out. I'm thinking you have enough blowby, but that should have been addressed if engine work was done. A FP Green could push enough air to pop the dip stick, but it should make more than 400 whp to do that.

No. That's the source of your oil leak. You'll just fill up your catch can with motor oil faster.
Keep the vents high.

Try to vent crankcase pressure through both valve cover vents to help reduce the pressure. Hopefully, it will be enough to prevent your dip stick from popping out again. I don't like using a spring to hold it on, but that could be your next step.

Just in case, you may want to check to make sure your catch can is connected to your intake hose/pipe connected to your turbo inlet (3/8" nipple?).

STM has a huge 10an for the rear vent next to oil cap. Only problem is you'll have to remove your factory PCV.

The oring's on the dipstick wear out and make it very easy to pop out.

A catch can that is recirculated is doing a much better job of getting rid of crankcase pressure than a vented one.

A 120k mile engine may very well have enough blowby to pop the dip stick regardless of other factors.

could have problems with smog checks. You can put in bigger check valves to make it work better, but may not pass visual inspection.

Why was block resurfaced? That would have been the time to replace piston rings.

Try to get more info on which machine shop and what they did. Which brand/model pistons were installed and with what ring clearances. I'm not sure what guide rails are but I'm guessing you're referring to cylinder bores.
